支持性政策环境助力中国领跑世界5G发展:GTI携手GSMA分享5G政策最佳实践

3月20日上午消息(蒋均牧)5G的成功在很大程度上有赖于政策环境,中国政府在前六年大幅降低5G频谱占用费的决定为中国持续领跑世界5G发展提供了有力支持,GSMA在“2020中国5G发展” 系列报告分享会上表示。充分发挥5G潜力需要政策支持5G不仅仅是传统的以消费者为中心的移动宽带服务,更将成为一种使能各行各业转型的通用技术,为社会经济发展注入新动能。然而跨行业的努力可能会带来更高的风险和成本,同时移动产业亦面对着疲弱的增长和不断上升的成本的挑战。如何构建一个支持性的政策环境,来鼓励运营商投资5G并打破跨行业创新和合作的障碍变得至关重要。3月10日,GTI与GSMA联合发布《5G时代移动产业可持续发展政策报告(Supportive Policies for a Sustainable Mobile Industry in the 5G Era)》,呼吁各国借鉴中国等5G先行国家政策经验,加大支持性政策的力度,以加速全球5G发展及新一代信息基础设施建设,帮助移动运营商释放5G的全部潜力,促进移动产业可持续发展。移动产业在促进全球经济发展中扮演重要角色。报告指出,2019年,移动技术与服务创造了4.1万亿美元的经济价值,占到全球GDP的4.7%。随着5G的部署与应用,预计到2024年,移动产业贡献将达到4.9万亿美元,占到全球GDP的4.9%。“5G将是万物智联时代的关键基础并支持经济增长,业务转型和创造创新的新服务。但是,在5G的推出和商业化过程中,移动行业面临着挑战。我们很高兴看到,在5G先行国家和地区已经出台了有关国家宽带战略,频谱价格,税收措施,跨行业合作和公共基础设施接入的积极政策。我们认为,政府的支持对于5G的成功至关重要,并有助于充分发挥5G对整个社会的潜力。”GTI 何力勤(Craig Ehrlich)表示。报告对来自5G领先国家的典型最佳实践政策进行了分析,其中包括中国、芬兰、韩国、沙特阿拉伯和德国,并针对部署5G网络的国家提出政策建议——以更合理的价格为移动运营商分配更多专有频谱,以减轻5G网络部署的高成本负担;降低行业税收和加强优惠的税务政策以促进5G投资;将5G定位为实现国家宽带目标的关键推动力;鼓励创新和产业合作的跨部门政策;对运营商开放公共基础设施以加速5G部署。中国5G政策作出表率在已经启动5G商用的各国中,中国稳居领导者位置,在许多方面都走在了世界最前列。GSMA预计,在2020年,全球70%的5G连接将来自于中国;而到2025年,中国5G用户的渗透率将增至近50%。“中国处于5G早期发展的领先地位,目前已经部署超过16万个5G基站,覆盖50多个城市。同时,运营商们还在致力于扩大5G网络覆盖范围和容量并推进独立组网的部署。为充分释放5G带来的利好,在频谱和基础设施方面制定灵活的政策对于支持中国继续向成熟的数字经济转型具有重要战略意义。”GSMA大中华区总裁斯寒指出。根据《5G时代移动产业可持续发展政策报告》,中国政府高度重视5G,发布了一系列涉及5G的国家政策。特别是在频谱方面,为激励5G的全面发展,国家发改委和财政部于2018年4月26日出台了5G频谱占用费“头三年减免,后三年逐步到位”的优惠政策。即从5G牌照开始日期起免除前三年的费用,并在接下来的三年内分阶段逐步恢复至正常收费(第四年收取25%的费用、第五年50%、第六年75%)。如此大规模地降低频谱费用在中国移动产业尚属首次,这将减轻运营商的频谱成本负担,使之能够在网络部署上投入更多资金,为中国5G的可持续发展奠定坚实的基础。如今,该项政策已被沙特、泰国等国家学习并采纳。GSMA此次亦在“2020中国5G发展” 系列报告分享会上,针对中国进一步出台有利于移动产业可持续发展的政策提出建议——期望中国能够持续在频谱政策上的激励,例如考虑为移动运营商减免新的毫米波频谱占用费;在毫米波的规划中,重点关注5G频段的发放,把26GHz和40GHz这两个核心5G毫米波频段发放给运营商,尽量保证每家在毫米波能拥有1GHz带宽的连续频谱;通过鼓励性政策帮助解决用电成本高居不下的问题;加快实现技术和网络的升级换代,明确方向性指引、帮助执行旧用户迁转以及尽量落实旧制式网络的减退网政策;推动地方政府免费开放更多公共站址和天面资源;由移动运营商们为主体进行5G企业网的建设与运营,将频率分配给运营商统一协调使用服务企业用户,以减少频谱分配碎片化并优化频谱使用效率。GTI国际影响力凸显这并非GTI与GSMA首次就移动产业政策发声,双方在2018年7月就曾发布《中国5G:典型行业应用分析》,呼吁中国政府形成更具体的政策环境以充分利用5G潜能,同时也将中国政府和三大运营商在推动5G试验与跨行业创新过程中的宝贵经验分享给全球其他市场。GSMA指出,GSMA一直与GTI保持了良好的合作关系,就共同关心的产业发展与促进方面的议题展开了长期紧密的合作。值得一提的是,出任GTI 一职的何力勤曾以出色表现担任GSMA 长达七年。GTI成立于2011年2月,由中国移动牵头,联合日本软银、印度巴蒂、英国沃达丰等众多合作伙伴共同发起。旨在汇聚国际运营商及国际产业合作伙伴资源,构建TD-LTE全球端到端产业生态,攻关产业发展关键问题,从而推动我国主导的第四代移动通信技术TD-LTE在全球广泛商用。在GTI的大力推动下,全球82个国家共部署172张TD-LTE商用网络,用户数达到24亿,令TD-LTE技术成为国际主流,并助力我国移动产业走向国际市场。5G时代,TDD频谱成为主流,TDD技术成为5G发展的基础。2016年2月,GTI全面迈向2.0时代,重点聚焦于构建以运营商为主导、跨行业合作共赢的信息通信产业生态系统,并在促进4G演进和推动5G发展及融合创新上发挥重要作用。如今,GTI已拥有136家国际运营商、237家端到端产业合作伙伴,成为极具全球影响力的产业合作平台之一。

Especially in terms of spectrum, in order to stimulate the comprehensive development of 5G, the National Development and Reform Commission and the Ministry of Finance issued a preferential policy on April 26, 2018 that 5G spectrum occupancy fees will be reduced or exempted in the first three years and gradually implemented in the next three years. That is, the fees for the first three years will be waived from the start date of the 5G license, and will gradually return to normal fees in phases over the next three years (25% of the fees in the fourth year, 50% in the fifth year, and 75% in the sixth year).
